Malta Ship Registry Launches Voluntary Safety Guidelines for Pleasure Yachts <24m

The Merchant Shipping Directorate within Transport Malta has introduced new non-mandatory Safety Guidelines for pleasure yachts under 24 metres in hull length, which are registered under the Malta flag. This reinforces its continued commitment to safety, environmental responsibility, and high operational standards within the yachting sector.

Entering into force on a voluntary basis from 1 June 2026, the guidelines establish a structured and practical safety framework specifically designed for privately operated pleasure yachts. They provide owners and operators with a clear benchmark for best practice, supporting safe navigation, environmental aspects, and responsible yacht operations.

Importantly, the framework is designed to bridge an existing gap in the regulatory landscape, sitting between highly regulated commercial yacht codes, and the comparatively limited regulatory requirements that typically apply to private pleasure yachts. The result is a proportionate and practical framework tailored specifically to the operational realities of private yachts under 24 metres.

Developed Through Industry Consultation

One of the most notable aspects of this initiative is the extensive consultation process undertaken by Transport Malta. Recognising the value of practical industry experience, Transport Malta actively sought input from professionals who work within the yachting sector on a daily basis, ensuring that the resulting guidelines are both practical and reflective of real-world operational requirements.

AML was proud to contribute to this consultation process, providing feedback and sharing industry insight during the development of the guidelines. This collaborative approach has helped create a framework that balances safety objectives with the practical needs of yacht owners, operators, managers, surveyors, and other stakeholders.

What Do the Guidelines Cover?

The guidelines provide recommendations across a broad range of safety and environmental areas aimed at promoting a stronger safety culture onboard private yachts while encouraging environmentally responsible operations.

Key areas covered include:

  • Vessel seaworthiness and maintenance standards;
  • Fire prevention awareness and firefighting equipment;
  • Life-saving appliances and emergency preparedness;
  • Navigation and communication equipment;
  • Voyage planning;
  • Environmental protection measures, including pollution prevention, waste management and responsible operating practices;
  • Maintenance and reliability of onboard systems and equipment.

In addition to providing practical guidance for owners and operators, the framework seeks to establish a recognised safety benchmark for Malta-flagged pleasure yachts.

Voluntary Adoption and Certification

The guidelines are entirely voluntary, and yacht owners and operators remain free to decide whether to adopt them. Non-participation does not affect a vessel’s registration status or its ability to operate under the Malta flag.

For those choosing to participate, a voluntary survey and certification scheme has also been introduced. Following a successful survey by an appointed surveyor or recognised organisation, yachts may be issued with a Pleasure Yacht Safety Certificate, valid for 5 years, providing formal recognition that the vessel complies with the recommended standards.

The Merchant Shipping Directorate has also noted that such certification may assist owners when operating in jurisdictions that require or favour evidence of compliance with recognised safety standards.

The introduction of these guidelines demonstrates the Merchant Shipping Directorate’s proactive approach to enhancing safety and environmental awareness within the pleasure yacht sector. By combining regulatory expertise with meaningful industry consultation, Transport Malta has delivered a practical framework that supports owners and operators while further strengthening the reputation of the Malta flag as one of the world’s leading yacht registries.
